Commissioners to hire consultant to help advise on solid waste contract

When Clarke County Commissioners were asked about contract changes for solid waste removal in the county, they were not aware that the contract being put out for bid does not require the service to have a facility in the county.

Previously part of the requirements for companies who bid for the county's service were required to have a facility in the county.

The current provider, Allied Waste, has a transfer station in Grove Hill where garbage is carried before it is trucked to a disposal site in Escambia County.

"That has not been approved," Commission Chairman Paul Bradford said. However, utilities superintendent Jack Greer was given the authority to put out the bid specs and it was not known why he changed the requirements.

Greer was also given the go-ahead to hire a consultant to help with the bidding and contract award but commissioners did not know if more than one candidate was considered for the job. No contract has been reviewed by commissioners or the county attorney, but they said it was possible Greer had drafted the agreement for the consultant himself.

Commissioners were reminded that without a facility in the county residents who don't use checking accounts would be inconvenienced by having to mail their payments and it would also cost some Clarke County residents their jobs.

Before the close of Friday's meeting Bradford commented that they would discuss the change in the contract with Greer.

Engineer's report

County Engineer Sam Noble reported he had received a request from the U.S. Corps of Engineers to partner with the county in making repairs to the board landing in Gainestown. They plan to extend the ramp in order to make it easier to unload and load boats when the river is low. Commissioners agreed to the partnership.

Resolutions were approved to use funds through the Department of Transportation and the Clarke County Economic Initiative to resurface roads leading to Jackson Industrial Park and build access roads to Thomasville's South Industrial Park.

Noble told commissioners it was going to take longer to complete a draft of new subdivision regulations due to changes recently made in the state's regulations.

EMA report

Emergency Management Agency Director Roy Waite told commissioners that the Alabama EMA and FEMA are encouraging counties to have pre-event contracts with debris removal companies for clean-up after natural disasters.

Homeland Security Grants for 2006 will have to be used to update the county's emergency operation center and to conduct a disaster drill in the county. Waite said that the $60,000 grant will be split, with half being used for each project.

Following his report Waite was recognized for completing his training for certification in Intermediate Emergency Management.

Other business

Contracts with local fire departments to aide with road clearing and other services following a storm was approved. The agreement will enable the departments to be reimbursed for their equipment and supplies used.

Commissioners approved moving the Precinct 8-1 voting place from the Alabama Sandblasting building to the Salitpa Fire Station.
