Clarke to help fund Twin Rivers By Kathryn F. Pickard The Clarke County Commission agreed to earmark $2 per member of the Clarke County population for the Twin Rivers Partnership. The partnership, which is a joint venture with Choctaw County is focusing on economic development and bringing more industry and jobs to the area. Chip Harrigan, one of the board members from Clarke County, gave commissioners brochures from other partnerships featuring the communities they represent. Tom Mucks of Funding Solutions, the company helping to raise money for the partnership also attended the meeting. He told commissioners about the people "from the public and private sectors" in the county who were behind the partnership and were willing to help support it. "We are asking for your leadership and we are asking for your support. We are asking you to re-evaluate your decision," Mucks said, referring to a letter the partnership had received from the commission stating that it had budgeted $25,000 for the partnership, but couldn't commit to the $2 per person. Commissioner Patricia DuBose made the motion that the $2 per person in the population be given to the partnership and Commissioner Elma Averette seconded the motion and all those present voted in favor of the appropriation.
Lady's Landing Road complaint Johnny Burrell of Rockville told commissioners that there were ongoing problems with erosion on Lady's Landing Road. "You've been working on it and for about two-tenths of a mile the road is good, but the rest of it is in bad shape. Yesterday a vehicle went into a ditch when it met a school bus. If you meet another vehicle on the road, you have to stop and let them go by because you can't both be on some parts of the road," he explained. According to County Engineer Sam Noble, the road has a good bit of sand in it and they are trying to alleviate the problem by hauling in dirt with more clay in it, but that it would take time. "Well we need to do something different because what's been done isn't working," Burrell responded. He also asked that care be taken not to cut water and telephone lines that are too close to the surface of the road.
Road and bridge report Pile driving has begun for the bridge replacement at Sizemore Creek on County Road 2. A diagnostic review has been conducted at the railroad crossing in Walker Springs. The crossing has been moved up on the priority list for getting signals, bells and gates. Erosion control projects are progressing on the Evergreen Road and Fools Acres Road. Noble asked for commissioners' approval to begin the process for relocating a portion of Evergreen Road. There is a place that was literally blown out during recent rains and there have been accidents in the area in which vehicles have gone into a nearby pond because of the road conditions. He told commissioners he was discussing moving the road with the land owner and needed their approval to begin the process. The commissioners agreed. Commissioners also agreed for Noble to send out proposals to auction companies for the county's three motor graders.
EMA report EMA Director Roy Waite reported that the county had received approval from Homeland Security to implement the Emergency Notification System. He said the system should be up and running in about a month, once the data is populated into the system. Waite requested that his administrative assistant Sherwanda Gaines be given the customary 50 cent per hour raise since her six month probationary period was completed. He also asked that she be given full-time status. Commissioners approved both requests.
Other business Sheriff-elect Bobby Moore asked to hire three deputies. Tow will be replacing Corporal Robert Hyde and Deputy Richard Parnell, who have left the Clarke County Sheriff's department. The additional deputy has already been approved with the budget. He also requested permission to fill a vacancy at the Clarke County Jail. Commissioners approved hiring the deputies and the jail employee. Commissioners approved a resolution conveying the property for the LP site to Louisiana Pacific. A right-of-way lease and exclusive use agreement for the portion of the railroad used by Louisiana pacific, between LP and the county was approved. The meeting dates for the 2006-2007 year were adopted.
