An opportunity to look at issue affecting county Sometimes an opportunity goes unnoticed. That may be happening now. On the one hand you have some Clarke County Commissioners saying that the commission chairman needs to be full-time, not parttime, because of the press of county business going on. Other commissioners- at least one- resist that, saying the position, like all of the commissioners, should remain part-time. Then on the other hand, longtime County Administrator Ellen Toland has announced that she is retiring. Ms. Toland has had health problems for years but has hung on and done a good job for the county. Commissioners acknowledged her 29 years of service to the county last week and voted to post the pending vacancy in-house, meaning they will look at county employees first. They already have in mind promoting a person in the commission office. We have no major problem with that but it seems that now might be a good time to look at expanding the role, duties and powers of the county administrator to encompass some of the duties that now fall on the chairman. The position could be more than just a souped-up accounting post. The right person with good personnel skills, administrative skills and a working knowledge of government could be a real plus for the county. That person may be on staff now but opening up the application process could offer more choices.
We're not saying changes have to be made but it seems like now is a good opportunity to give the matter a hard look.
