Amendments pass easily but turnout extremely low It was an election that many candidates would envy- wins of over 90 percent in Clarke County. But there weren't any candidates on the special election ballot Tuesday, just two statewide constitutional amendments. Amendment One will increase the state's borrowing capacity under the Capital Improvement Trust Fund by $400 million. The increase will help pay for industrial incentives for the new ThyssenKrupp steel mill at Calvert and for other industries the state is actively seeking. The amendment passed 2,185 to 153 in Clarke County with overwhelming "yes" votes in all boxes. Several boxes did not cast any "no" votes. The measure won by a 4-to-1 margin statewide. Amendment Two secured constitutional protection for two new trust funds created by the Legislature to save money for the future health insurance costs of retired state workers and school employees. It was approved 2,121 to 203 in Clarke County and by better than 4-to-1 statewide. It was a long day for county poll workers. Only about 13 percent of the county's estimated 17,500 voters bothered to go to the polls for the special election to decide the two amendments. The turnout was similarly low around the state. | |||||
