Commission mulls some type of charges for work it does for other governmental agencies

Clarke County Engineer Sam Noble proposed at Monday's Clarke County Commission work session that some type of system be worked out for the county to recoup some of its expenses for helping other governmental agencies with large projects.

Noble said county road crews are doing more and more work for municipal governments, school boards and others and said he wanted to help and he knew commissioners did too but that it can be costly on large projects.

He suggested an agreement that would allow the county to receive reimbursement for its labor, fuel and maintenance costs. Even at that, governments would be getting a good deal on jobs involving heavy equipment over having to buy the service from private contractors.

He said the county would continue to help with minor things, such as a load of dirt here and there.

Commissioner Elma Averett asked if projects already committed, such as site work for the new Grove Hill senior citizen center, which hasn't been started, would be excluded and Noble said it would be up to the commissioners to decide. Noble said commissioners would always have the final decision on what would or wouldn't be charged.

Commissioner Patricia DuBose said she favored the plan, except for projects already committed.

Commissioner Rhondel Rhone said he was concerned about governmental agencies that might have figured "in kind" work from the county in grant applications and said he did not want to jeopardize any grant funding.
