What Others Say Duncan M. MacDonald of Seattle may be the perfect voter. He's the kind that a political consultant dreams about. Catch his fancy with a TV commercial that plants an idea in his head or appeals to his negative emotions, and maybe he'll pay attention long enough to vote for the consultant's client. For example, maybe Duncan would respond to a commercial attacking cats. Did we mention that Duncan is a dog? His owner, Jane Balogh, faces prosecution because she registered him. She was protesting laws that make it easy for noncitizens to register. She made her point quite well, as well as an unintended one about how political campaigns too often appeal to voters' ignorance rather than their intelligence.
