Town Clerk Floyd resigns post

Michelle Floyd has resigned her position as Town Clerk in Grove Hill. She gave notice to the mayor and city council on July 16. Her last day on the job will be Aug 3.

Floyd has served in the position since Jan. 1, 2007. She replaced the former clerk Edd Stifflemire who passed away in September 2006. She had previously served as an Urban Forester for nine counties including Clarke County.

Floyd said her most important accomplishment as Town Clerk "was trying to straighten out these books and the way the money has been handled….They didn't have a general ledger for months. From October to the time I got here, there was nothing entered into the general ledger.

"…Hope- fully soon, they will be finishing up a two years audit. (McKeen and Associates, P.C. of Mobile are doing the audit.) I didn't have any numbers to go on. The last firm numbers that we have, that were audited numbers to this date, are 2004."

The accounting has been expanded from four to 20 funds, "to be able to keep everything separated like we were supposed to and required to for the grants that we received," she said.

The town has a new computer system including an improved utility billing system and handheld devices to read the water meters.

"We have put a purchase order system in place, which helps handle a lot of spending. There's still a lot of work left to do….That's what I'm going to miss. I want to see all this stuff that I worked so hard on come to pass.

"I have a lot of expectations for Grove Hill," Floyd said, "and I think they can accomplish a lot. I hope I had something to do with spearheading a lot of that."

Floyd, who lives in Hobson in Washington County, is taking a job as Communications Manager with Boise.

Cheryl Hicks, currently the Magistrate Trainee for Grove Hill, was chosen last week as the new Town Clerk by the council's Personnel Committee. Hicks is expected to be officially appointed at the next council meeting, Aug. 6.
