Fulton makes pledge to Twin Rivers fund The Fulton Town Council voted Aug. 14 to make a contribution to the Twin Rivers Economic Development Partnership. Fulton will contribute $5,000-a-year for five years. The money will be paid in quarterly installments. Chip Harrigan, Twin Rivers chairman, addressed the council at their monthly meeting. The economic development agency represents Clarke and Choctaw Counties and has a five-year plan to raise approximately $1.5 million in public and private funds. They have received pledges of $1,350,000.00 so far, Harrigan said. "I think Chip has represented Clarke County well with Twin Rivers," said Fulton Mayor Mike Norris. "…Fulton has some potential, but we're limited. We've got Scotch Lumber Company. It's a blessing that we've got a mill here like this." Norris said the Twin Rivers effort to bring industry to the area needs to be supported. "We're educating our kids…and we don't want to have to send them somewhere else for jobs….We want jobs available here…so we can keep our grandchildren here and not have to travel to Tuscaloosa or Birmingham to visit them." In other action from the Aug. 14 meeting, the Alabama Department of Transportation (ALDOT) has awarded the town $150,000 for the resurfacing of streets damaged by the installation of the sewer system. The Clarke County Road and Bridge Department will prepare a bid for the project, the mayor said. The money has to be spent within the next 12 months. The council approved the resolution for the project. • Mayor Norris reported Phase Three of the sidewalk project will begin in 2008. The project, which will include northeast Main Street and Centerline Road, is being paid through a $259,632 grant from ALDOT with the town paying a 20 percent match. The council also approved the resolution for this project. A contract for the sidewalk project with CDG Engineering was also approved. • The council approved paying an installment of $53,546.99 for the city sewer collection system. There is approximately $44,000 left to pay on the sewer system, the mayor said. In an update on the over $1.5 million sewer project, the mayor said the engineers and contractors would meet Aug. 16 on last minute items. The project with 62 homes, a church and schoolhouse, is hooked up. "The neighborhood just makes me smile to walk through it," the mayor said. "All the ditches are clean….There are no mosquitoes." • The low bid of $11,272 from Mitchell's Contracting of Catherine was approved for the paving of an eight-foot wide recreation trail at the old school. The bid also includes 10 parking spaces and two handicapped spaces. With the paving bid coming in under the $30,000 budget, the town can spend money on side benches, trash receptacles and possibly a gazebo, Norris said. • The council approved $250 for the county's litter campaign. Council member Paul Newton abstained in the vote on the motion. • The mayor praised the competition team of the Fulton Volunteer Fire Department, who participated in the Alabama Association of Volunteer Fire Departments firefighters competition held Aug. 4 in Mobile. The Fulton Volunteer Fire Department team placed second in the obstacle course; third place in the hose lay; second place in the air pack relay; and second place overall. The council approved $250 for the VFD. • There will be a fireman's singing concert at 3:30 p.m. on Oct. 11 in downtown Fulton. The same day, the Clarke County Development Foundation will hold its meeting in Fulton. The time and place of the foundation meeting were not yet known.
• Council member Jennifer Stephens reported on the sale of brick pavers for the area around the town clock. A four-inch by eightinch brick will cost $35, and an eight-inch by eight-inch brick will cost $60. The money goes to pay for the clock.
