Former mayor arrested for shoplifting
According to Jackson Police Chief Charles Burge, Wal-Mart's management called police to the store Wednesday, Feb. 6 and said its security personnel had observed Welch taking various merchandise from the store, including four drill bits, one rifle scope, one rifle sling, one X-High scope ring, one pack of C02 cartridges and a set of scope mounts. He was charged with theft of property, third degree. Jackson Officer Barry Fowler found several firearms, which included two rifles and a pistol inside Welch's vehicle. He is a convicted felon and is forbidden to possess firearms. Agents from the U.S. Alcohol, Tobacco and Firearms agency were called to investigate the firearm possession. Welch was released on a $500 bond. His trial for the theft is scheduled in Jackson Municipal Court for March 27. Welch was mayor of Grove Hill from 2000 until 2004. He was indicted in February 2004 for violating the state ethics law by profiting from the town as mayor through a dirt-selling scheme, the Alabama Attorney General's office contended.
He pleaded guilty in December 2005 and was given a two-year suspended sentence and ordered to pay $14,000 in restitution.
