Grove Hill not sure what to do about golf cart nuisance The Grove Hill Town Council discussed Tuesday the problem of out-of-control golf carts, fourwheelers and dirt bikes on city streets and sidewalks. "School is about to be out," said council member Pat McGraw. "What are we going to do about it? "…My phone has been ringing off (the hook) all week," she said. Police Chief Leo Frazier told the council that he was also receiving several complaints-a-week. People were saying that kids were riding dirt bikes through yards, tearing up the grass. "We'll stop them, call their parents. They say they'll take care of it. Two days later, they're back out there. "We're about fed up with it so we're going to have to start writing citations. It's an everyday thing. People coming in here complaining that they (the golf carts) are coming down the sidewalks." "If you tell those golf carts to get off the sidewalks, where are they going to go?" McGraw asked. "They can't go out on the street - not legally - especially with a five or six, seven-year-old kid driving it." "We tell them to go back home," Frazier said. "That's what they do - go back on the sidewalks. The next day or two they are back out there." "We do have a problem with the dirt bikes and the four-wheelers," said council member Terry Stifflemire. "Me personally, I don't see where the golf carts hurt anything." He said the cart drivers should respect the people walking on the sidewalks. "Ninety percent of them are." Frazier said drivers of dirt bikes or four-wheelers could receive a wreckless driving ticket. "They are not allowed on the highway or the sidewalk," the chief said. "Those dirt bikes are supposed to (be driven by) licensed drivers that pass a safety test and know what a stop sign says," McGraw said. "We've talked about (the issue) before," said Town Attorney Bruce Wilson. "It's a question of where do you stop….Technically bicycles are not supposed to be on the sidewalks, unless you allow them. Bicycles are supposed to be on the road. They have the right under state law to ride the road….Do you want kids on bikes on the road? "…It's a sticky problem….I've got a golf cart….There are elderly people that use them. They are beneficial. I understand if you have got to regulate." "I don't think they have to be all in town," Stifflemire said. "The problem is the younger kids," said Mayor Lamar Hudson. "Those under 12," McGraw said. "There needs to be an age limit." The use of golf carts has grown from just going a few doors down to now driving all over, Wilson said. "I think if the parents of these children are given enough tickets, they will pay attention," McGraw said.
Attorney Wilson and Police Chief Frazier will study what other municipalities are doing about the problem and will report back to the council.
